I have no idea what might be going on there related to military or nuclear power plants, but it's almost directly downwind from Yellowstone about 100-150 miles. Are volcanic emissions known for high Geiger counter readings?

Yes they are known for high radon.

I just watched a vid presented by the Dakota Resource Council which was principally about the influx of the petroleum industry, but their website might have links to other concern groups in that region.
