 Why is Fukushima classified as normal?

I say that japan is anything from current. I have watched the fukushima plant for some time now. it states that the highest number is 150000 nsv/h. if you use a conversion chart here http://www.convert-measurement-units.co ... ation-dose and then plug in the numbers here http://www.convert-me.com/en/convert/radiation/ there definately is something wrong with the monitors or those who are keeping the records. There is no way that plant is only producing background radiation.
This number hasn't changed in over a year; who is lying to who??

That site, a year ago, was at 176000 CPM, 150000 means the radiation is going down.
